"Final measures?" The fat member of the Five Elders with the mustache was startled. "Is there really a need to go this far? After all, he's only one person."
"One person?" the tall, thin white-haired elder sneered. "Have you ever seen one person defeat all of Marine Headquarters' top combat forces? Have you ever seen one person threaten the safety of Mary Geoise?"
"In any case, we must treat this as the most dangerous kind of incident. We have all seen Uchiha Shin's files. There isn't much, but without a doubt, he is the most dangerous figure we have encountered so far," said the elder with white curls and a bushy beard.
Before him lay Shin's bounty poster alongside a pile of other documents: the World Government's specialized analyses and additional intelligence provided by Marine Headquarters, including the case where Shin had copied the Glint-Glint Fruit.
Previously, the Five Elders had been considering how to deal with Shin's ability. Yet before they could come up with a plan, Shin had already come knocking.
"We must treat this incident as a war—a war against the World Government. Uchiha Shin alone is equivalent to an army of a million. We must be ready to deploy the ultimate weapon at any time," the bald man in white robes said gravely. The Five Elders had reached a consensus.
"Do the three of you have anything to say?" Shin asked with a smile as he looked at the Celestial Dragons before him.
Mary Geoise was already visible in the distance, though it was still some way off. It was clear they feared that, should a fight break out, Mary Geoise might be caught in the crossfire.
"Though these may be useless words, I must still ask: would you be willing to turn back now?
