Warring States Period sighed softly, unconsciously recalling the battle at the Sabaody Archipelago.

Garp shrugged. From the harbor outside came the thunderous sound of ships docking. The large vessel bore the distinctive emblem of the Nolank Kingdom.
Ever since the Five Elders had decided to move the meeting venue to "Marineford," enormous numbers of ships had been docking there every day.
After eight hundred years of development, the World Government's affiliated nations had grown from the original twenty to nearly two hundred. Each country differed in strength, and naturally, so did the ships they traveled on.
But without question, some wealthy kings traveled aboard ships of extreme luxury. Coupled with their entourages, the harbor of all "Marineford" was already operating far beyond capacity.
The people of Marine Headquarters had quite a few complaints in private. "Marineford" was essentially a military fortress; neither its supplies nor its scale could compare to "Mary Geoise." In particular, many kings had grown accustomed to lives of luxury. Since this was not the center of the World Government, they inevitably became overbearing and arrogant.
The Navy had already clashed in private with the personal guards of certain kings.
