Ever since they defeated Doflamingo on Dressrosa, people had begun calling Luffy and the others that.
The World Government's bounties no longer meant anything. With the World Government barely able to protect itself, it had not raised the bounty on any pirate for two consecutive years.
Instead, the "Justice League" had seized the opportunity and taken over the banner of pirate bounties. Backed by several powerful former World Government member nations, they had money to burn.
There was naturally no issue with them putting up the money for these pirates' bounties.
However, the Justice League had never issued a bounty for Luffy. Their attention was focused more on the first half of the Grand Line.
After taking down Doflamingo, Luffy had officially accepted many pirate crews willing to follow his orders. A structure similar to Whitebeard's subordinate pirate crews had taken shape. Though it was still far from comparable to the Four Emperors, it marked their formal entry into a new stage.
Other than Roger, who had refused to accept affiliated pirate crews because of his personality, every great pirate had many powerful subordinate crews.
Even though Roger had nominally refused them, if he had simply raised his arm in a call, countless pirate crews would undoubtedly have flocked to him.
