"Thanks to Lady Tamamo's strategic planning, every major ninja village had been infiltrated to some extent. In Kumogakure, the clan head of the Tianmu Clan, one of the Four Great Clans, was one of ours. Lord Uchiha Ten had acted personally, severely injuring him while he was out on a mission and then controlling him with Sharingan genjutsu. Under him, there were already many of our ninja.

"Besides that, the captain of the Heaven Cloud Unit, one of Kumogakure's three major forces, was also one of ours. There was also the deputy minister of Kumogakure's Anbu and an elder in charge of internal affairs. The rest were all minor figures." The ninja spoke respectfully, listing them as though reciting treasures from memory.

Among Kumogakure's upper echelon, aside from the Raikage, the most powerful figures were the Clan Heads of the Four Great Clans and the leaders of the three major units.

The Four Great Clans were the Tianmu Clan, Fire Life Clan, Three Grass Clan, and Wind Thunder Clan. They had all been prominent families in the Land of Lightning when Kumogakure was first founded, having helped the Raikage pacify the chaos of war. Their status was similar to Konoha's great clans, perhaps even higher.

One could easily imagine the authority these four Clan Heads wielded within the village. They were all Persons in Charge of departments with real power.

Yet after a village was founded, no matter which Kage took office, they would weaken the influence of those founding clans. Senju Tobirama had done so, and the Second Raikage had as well.
