  • Madara explained how his dream of peace had endured through war, his break with Hashirama, and his failures to protect his clan and Izuna.
  • Madara admitted that Konoha felt like home and that he had been happy when Hashirama nominated him for Hokage, then vowed not to give up after the meeting's opposition.
  • Shin offered to help Madara with the election, but Madara said the villagers should decide who could protect them.
  • Shin considered secretly using election tactics to help Madara, then decided against it because Madara would resent the interference.

  • After three hours, voting ended, and Shin ordered Uchiha Yutaka and Senju Xiangyang to begin counting the ballots.

Ch. 528Shin's Opposition

Ch. 530The Helplessness of the Crowd

Nara Shefeng revealed that the Konoha Charter let Uchiha Shin veto the Hokage election, and Shin used that authority to force a second village-wide vote. Senju Hashirama ordered preparations for the new election, while Senju Tobirama was left furious and helpless.

  • Nara Shefeng explained that the Konoha Charter allowed Decision-making Group members to treat disputed issues as substantive and veto them, including the Hokage election.
  • The clan heads read their copies of the charter and realized its clauses granted the Supreme Decision-making Group broader powers than they had understood.
  • Uchiha Shin announced a second election and warned that he could veto the results repeatedly under Article 27.
  • Madara left the platform reflecting that he should study the charter, while the Uchiha members cheered Shin.
  • Senju Hashirama ordered preparations for a second village-wide election, and Senju Tobirama cursed Shin and asked for a copy of the charter.

Ch. 531I Object

  • Uchiha Shin’s veto of the first election forced Konoha to schedule a second vote.
  • The great clan heads read the Konoha Charter and discovered clauses protecting the Supreme Decision-making Group while imposing fees on elder clans.

  • Shin took a sip of tea and said, “I object.”

Ch. 532Nine Consecutive Vetoes

  • Uchiha Shin vetoed Senju Hashirama’s victory in the third through ninth Hokage elections, and fewer villagers continued to vote.
  • Senju Tobirama and the Senju elders discussed the stalemate and agreed another election would be pointless while Shin kept vetoing Hashirama.
  • Senju Xiangyang offered to visit Shin and find out what conditions he wanted in exchange for ending the vetoes.
  • At Shin’s residence, Shin told his maid to send Xiangyang away and say that Xiangyang was not on his level.

Ch. 533Shin's Conditions

  • Hashirama agreed to Shin’s conditions, giving the Uchiha the Ninja Department and Intelligence Division and making Shin principal of the Ninja Academy.
  • Shin proposed that Konoha’s clans contribute their standard ninjutsu to a shared archive, with shinobi earning points from missions to exchange for techniques.

  • Hashirama was elected in Konoha’s tenth Hokage election, and Shin did not vote against him.
  • Hashirama officially became the First in Konoha’s first year.

  • Senju Tobirama realized that Senju Hashirama had assigned him no position.

Ch. 536Contributing Ninjutsu

  • Shin offered the Sarutobi Clan Head a deal: contribute the Sarutobi Clan’s five-nature Ultimate Technique and keep its other ninjutsu.
  • The Sarutobi Clan Head stared at Shin in shock, suspecting that Shin had wanted the Ultimate Technique all along.

Ch. 537Konoha's Financial Crisis

Konoha grew rapidly as its departments, academy, and village infrastructure took shape, but the expansion drained its finances. The chapter ended with Senju Hashirama telling Shin that Konoha had run out of money, leaving Shin unsure how to fund the village.

  • The Sarutobi Clan handed over its secret ninjutsu, and Senju Hashirama ordered a tower built to protect it with a barrier from the Uzumaki Clan Head.
  • Konoha expanded its construction projects, established the Ninja Academy and Ninja Department, and Uchiha Madara dismissed many combat shinobi into civilian life.
  • Shin managed the village's growing workload and planned the Anbu's formation, considering Uchiha intelligence shinobi, Senju Hidden Ninja, and young experts as its first members.
  • Shin considered recalling Akabane Koromo from the north and expanding the Akatsuki's influence into the Land of Fire.
  • Senju Hashirama showed Shin a financial report revealing Konoha's enormous deficit, and Shin said he could not make money appear out of thin air.

Ch. 538The Hokage and the Feudal Lord

Konoha faced a financial crisis, so Senju Hashirama asked Shin to help establish a peaceful and prosperous Land of Fire by choosing a new Feudal Lord. Shin accepted and began thinking about how to place his own allies near the future leader, while Hashirama revealed that Madara had gone to find the Tailed Beasts.

  • Shin explained that Konoha’s mission income could not cover the village’s expenses, and Hashirama said he had halted most construction and used Senju wealth to keep the village running.
  • Hashirama asked Shin to help bring peace to the Land of Fire by choosing a reputable power to become Feudal Lord.
  • Shin accepted the mission after realizing that the Feudal Lord’s wealth gave him influence over the shinobi village.
  • Shin planned to position his own people near the future Feudal Lord, while Hashirama promised to record the task as a super-S-rank mission.
  • Shin asked where Madara was, and Hashirama said Madara had gone to find the Tailed Beasts.

Ch. 539The Capture of the Tailed Beasts

Shin accepted a mission to help a Feudal Lord unify the Land of Fire and led an elite team toward the territory of the wealthy Minggu Clan. He arrived at its fortified city and announced his authority to the clan’s hired shinobi.

  • Shin learned that Konoha was searching for Tailed Beasts now that rival clans no longer threatened its efforts and it had powerful nonhuman combatants.
  • Shin chose nine elite shinobi, including Uchiha Ten, to accompany him on the mission to unify the Land of Fire.
  • Shin explained that they would side with the richest faction, then ordered his team to hurry toward the Minggu Clan’s territory.

Ch. 540The Feudal Lord of the Land of Fire

Shin visited General Minggu to secure the Minggu Clan’s support for his bid to make its head the Land of Fire’s first Feudal Lord, and received a large contribution for Konoha. After Shin’s forces destroyed the Gujiao and Tianhe Clans, he left the Minggu Clan to handle the aftermath and traveled toward his former northern territory to make preparations.
