Walking along Konoha's streets, the Third Raikage's gaze was drawn to the prosperity all around him.

Looking at the nearly fully modernized Konoha, he could not help but sigh. "What a prosperous and peaceful sight. Will Kumogakure be able to live like this someday as well?"

Without turning around, Iori replied, "Of course. Since you've seen the information on the Throne of Heroes, you should understand what I intend, shouldn't you?"

"Naturally. Otherwise, I could not have so easily cast aside Kumogakure Ninja pride and lowered my head to you," the Third Raikage said firmly.

Kumogakure's reputation in the Ninja World could be described as utterly foul, only slightly better than that of the Bloody Mist ninja.

The reason for this naturally had much to do with their policy of plundering the entire Ninja World.

Their greed was like a bottomless pit. Whether it was ninjutsu, secret techniques, weapons, or bloodlines, so long as something had value, they would surely find an opportunity to seize it.

If you refused to hand it over, they would kill your family and friends one by one until you were willing.

There were several such examples in the original plot, with the Hyuga Clan's Byakugan and Cedar Village's secret techniques being two of them.

The reason they had developed such a disposition was related to the geography and customs of the Land of Lightning.

Situated amid mountains, the Land of Lightning's soil could hardly be called fertile. Many times, they had to go out and raid others just to survive.

Whether they successfully stole something and used it to support their families, or failed and died outside, the resources in their hands would still be enough to sustain those who remained.
