Then quietly backed down.
Forget it, forget it. They had guns and looked highly professional. They might even have contributed to Tokyo's rising sea level. He shouldn't confront them head-on. Better to proceed cautiously and make long-term plans.
In short, he couldn't solve this problem by simply silencing them.
But the problem still had to be solved.
