Conan had long since gotten used to Jiang Xia staying on shore whenever they played by the water. Now that Hattori Heiji mentioned it, it really did seem a little strange.
Hattori Heiji lowered his voice even further. "A lot of underground organizations have tattoos. Do you think Jiang Xia might have already joined one, which is why he doesn't want to show his tattoo?"
Conan had initially held his breath as he listened, but at that, he couldn't help rolling his eyes at Hattori Heiji. "Are you saying Jiang Xia has joined the Black Organization? If that were the case, why would those fly-like people keep swarming around him? It's precisely because he hasn't joined that they're focused on targeting him."
"That's true." Hattori Heiji scratched his head, torn between reason and the sudden thought that had struck him. "But I still feel like we've overlooked something. And him never taking off his shirt is really kind of strange..."
Just as he was muttering, someone strode toward them aggressively. "What are you doing? Put that boat down!"
The two high school students whispering to each other froze, then whipped their heads around. The person shouting at them was a dark-skinned young man in shorts and a red vest.
Seeing that he was wearing red rather than black, the two of them had no idea what they were thinking, but they both breathed a sigh of relief.
Across from them, the red-vested man noticed that these two, one big and one small, were actually spacing out. He grew even angrier and waded through thigh-deep water toward the boat with loud splashes. "There are so many tourists around here! A hard boat like this could hurt someone if it hits them. Do you two have no common sense? No public decency?"
