After the opening battle of the Third Shinobi World War, the "Dawn Battle," concluded perfectly, Uchiha Yue led the three members of Team "Moon" under his command and formally occupied Kirigakure's camp at the border of the Land of Water. However, this was merely Kirigakure's first line of defense within the Land of Water. Even though Uchiha Yue had already led Team "Moon" to seize this place, breaking through the Land of Water's defenses would still require some time.

That was because Kirigakure's true line of defense in the Land of Water was not on land, but on the waterways. Uchiha Yue and Team "Moon" were currently only at the border between the Land of Fire and the Land of Water. Yet to truly travel from the Land of Fire to the Land of Water, they still had to cross a stretch of water. That stretch of water was, in fact, Kirigakure's real defensive line along the Land of Water's border.
