The towns in the Land of Water all had rather interesting names.
For example, the town Uchiha Yue had arrived at was called Sea Bream Town, one of the few relatively prosperous towns in the Land of Water.
Just because the Land of Water was one of the Shinobi World's Five Great Nations did not mean that every town within its borders was wealthy. In truth, only those towns relatively close to Kirigakure were prosperous; there were very few other wealthy towns. The Sea Bream Town Uchiha Yue had arrived at was one such affluent town, located quite far from Kirigakure within the Land of Water.
The moment he entered the town, Uchiha Yue spotted several people dressed as shinobi guarding its outskirts. However, he had no interest in killing them. The shinobi guarding Sea Bream Town were not from Kirigakure at all, but from a ninja village within the Land of Water that had pledged allegiance to Kirigakure—the Water Ninja Village.
The Land of Water might not have territory as vast as the Land of Fire, the largest nation in the Shinobi World, nor did it have as many ninja villages. Still, its ninja villages were somewhat similar to those in the Land of Fire. The Land of Fire was headed by Konoha, with the other ninja villages surviving under Konoha's protection. Likewise, the Land of Water centered around Kirigakure, and villages like the Water Ninja Village had to depend on Kirigakure to survive.
