After the first Territory Mage emerged from the Ocean Affairs Department led by Fran, the other working groups were both envious and resentful.

They envied how the Wall District had produced its first Territory Mage so easily. It was only the ninth day since work had begun.

What they resented was that the Ocean Affairs Department was putting far too much pressure on them. In the end, they would certainly have to compete against the Ocean Affairs Department's working group.

Now that the Ocean Affairs Department had already achieved something, it meant they had fallen behind.

Thus, after the ninth day, every Territory Mage Working Group threw itself into work, hoping to become the second group to produce a Territory Mage.

The higher-ups of the schools behind them also learned of this matter and began urging them on, giving everyone in the working groups a sense of urgency.

But urgency alone was useless. This was strategic work. Even after arrangements were made, it often took a day or two before any changes could be noticed.

On the tenth day after the Territory Mage Working Groups landed at White Dragon Port, no new Territory Mage was born. That night, Fran received two more mages who wanted to change their Profession.

Meanwhile, the other working groups had not even prepared to bring over the mages who wanted to change their Profession. They only followed suit because Fran had done it.

By the sixteenth day after landing, many Territory Mage Working Groups had mages who had spent five idle days in White Dragon Port. These were the mages meant to change their Profession.
