Compared to the other districts, this place was truly run-down. Before White Dragon Port was occupied by The Alliance, it had been an area inhabited by the poor.
Of course, the poor here were only poor by comparison. Most still had somewhere to live and a few sets of clothes. The residents of the other slums in the city were not even guaranteed a place to sleep.
