She did not know that Nolan, the former city lord, had received instructions from The Alliance. After David replaced his staff, Nolan had only attempted two attacks before stopping altogether.
Thus, the time for the first assessment soon arrived. The Command Council dispatched a group of mages who had received orders to inspect the results of every working group.
For the Wall District and Ocean Affairs Department working groups, there was nothing to worry about. They had long since achieved the result of producing six Territory Mages.
With that result alone, even if several working groups had successfully produced seven Territory Mages, the Wall District would still be awarded victory in the first assessment because it had taken less time.
