Saint Warcury, the Warrior God of Justice, placed the proposal the Navy had submitted today on the table, sensing that things were not so simple.
The other four passed it around. Its general purpose was to take advantage of Sengoku, Garp, and the rest of the older generation still being around, and spare no expense in completely wiping out the pirates of the New World led by the Four Emperors.
There seemed to be nothing wrong with it, but combined with the Reverse Mountain that had now been blasted open, there was clearly a problem.

Saint Saturn, the Warrior God of Science and Defense, wore a grave expression. He had always felt that the Navy was hiding something.
"The key lies with this Blood Dragon. He could very well become a second Rocks. I propose we eliminate him. He also happens to be one of the survivors of that incident, so perhaps he can serve as bait. This will also be a test."
Saint Warcury, the Warrior God of Justice, decided to act. That Blood Dragon's talent was too great—even greater than Garp's.
Garp alone had caused them enough headaches. If another, even stronger one emerged, there was no telling what he might do.
Of course, killing him outright would cause some problems. They still had to take the Navy into consideration, so they would conduct a test first.
That Whitebeard II was now one of the Seven Warlords they had selected. If Blood Dragon truly dared to kill him, it would mean he held no loyalty toward the World Government. Then he would deserve to die, and they would have
