Kazekage's Office, Sunagakure, Land of Wind.
The Third Kazekage looked over the intelligence reports sent back from the battlefield in the Land of Rain. He knew Ebizo's plan had already begun.
Now, Sunagakure only needed to dispatch another contingent of shinobi to wipe out the Konoha forces fighting against them.
That way, Sunagakure could use those prisoners to negotiate with Konoha and secure greater benefits.
However, the Third Kazekage was not satisfied with that alone.
He stared at the intelligence scrolls spread across his desk, each one meticulously recording the conditions of battlefields throughout the Land of Rain, when an extraordinarily bold idea suddenly surfaced in his mind.
He could foresee that Amegakure would certainly launch an attack on Konoha and never allow Konoha another chance to push deep into the Land of Rain.
When that happened, Konoha would not only transport in large quantities of supplies again, but also send another batch of Konoha shinobi into the battlefield against Amegakure.

They could also secretly dispatch an elite force of Sunagakure shinobi to attack the Land of Fire while Konoha was sending another batch of shinobi into battle.
If this plan succeeded, it would surely bring Sunagakure tremendous advantages and benefits.
He believed that with large numbers of Konoha shinobi captured and the Land of Fire invaded by Sunagakure, the double pressure would force the Land of Fire and Konoha to make peace with the Land of Wind and Sunagakure.
By then, they would gain more than just the money Konoha paid to ransom back its prisoners—they could also carve up the fertile lands of the Land of Fire.
