Background / History
The Bureau was established after demons and strange creatures appeared in Great Qin. By Shen Changqing's time, it had existed for more than three centuries, although the origins of those threats remained unknown to Great Qin 8.
Its central Bureau is located in Great Qin's capital and serves as the head of a nationwide network. Important prefectural cities maintain their own Demon Suppression Bureaus, allowing outbreaks to be addressed locally rather than waiting for aid from the capital 10.
A major specter calamity in the second month of Great Qin's 382nd year forced the Bureau to deploy many Demon Exorcists across the country. Though the disaster was largely contained, its losses created a severe manpower shortage and prompted new recruitment 10.
Later clashes with demon fiends killed additional high-ranking Guardians and left experts tied down across Great Qin. This shortage contributed to Shen Changqing being sent alone on his assessment mission and subsequently being ordered to guard Lin'an City despite being, officially, only a trainee 21 24 30 31.
Organization
Personnel Structure
The Bureau has two principal professions: Demon Slayers and Guardians. New recruits ordinarily begin as probationary Demon Slayers, advance to official status through missions, and may eventually become Guardians 1 2.
| Position / Rank | Requirements and duties |
|---|---|
| Probationary Demon Slayer | Lowest Demon Slayer rank. Receives a one-year grace period to cultivate and complete limited assignments before undertaking an assessment mission 2 11 |
| Yellow-Rank Demon Slayer / Demon Eliminator | Lowest official rank; expected to possess the strength to contend with Nether-Level specters. Must complete at least ten assignments annually 11 20 38 |
| Profound-Rank Demon Slayer | Generally requires the Innate Realm; qualified to contend with Grievance-Rank specters. Minimum annual requirement is five assignments 20 38 |
| Earth-Rank Demon Slayer | Above Profound Rank; even the weakest Grandmasters in the Bureau are Earth-Rank 28 33 |
| Heaven-Rank Demon Slayer | Above Earth Rank 28 |
| Guardian | The Bureau's highest-status combatants and its strongest foundation against demons and fiends 1 28 |
Divisions
The Demon-Slaying Institute is divided into four divisions: Heaven, Earth, Mysterious, and Yellow. The Yellow Division includes both probationary and official Demon Slayers and is overseen by a steward or manager 2 9.
Facilities and Resources
Archive Pavilion
The Archive Pavilion stores the Bureau's martial arts manuals as well as records on demons, monsters, strange creatures, fiends, and martial sects. Identity-token holders may enter without paying a fee, but access duration and visit frequency are restricted to prevent members from avoiding field assignments 1 9 50.
Probationary Demon Slayers may access the first floor for two hours per visit. Exceptional treatment can grant access to the second floor, as in Shen Changqing's case after his Lin'an City assignment 1 32.
Demon Suppression Prison
The Demon Suppression Prison is a heavily guarded containment facility for demons, specters, and strange creatures defeated by Bureau experts. It has a single entrance and exit, resembles an ancient fortified city from the outside, and is divided into five levels 3.
- The uppermost level is guarded by soldiers and holds no imprisoned entities. 3
- Probationary Demon Slayers normally patrol only the second level; veteran probationers may be assigned to lower levels. 4
- Grievance-Rank specters and stronger entities may be imprisoned, while weaker Nether-Level specters are generally killed outright. 3
- The prison is positioned between Demon Slayers and Guardians, so any escapee can be immediately suppressed or killed. 2 3
- Entry for patrol duty requires a Demon Suppression Prison Manual, which functions as both instructions and a pass and must be returned after the assignment. 3 6
Equipment and Support
- Identity tokens — Verify a member's Bureau affiliation and access privileges. 1
- Pure Spirit Jade Pendants — Record the aura of demons or evil spirits slain within thirty zhang; the records can verify missions and offset some assignments. 11 38
- Martial arts manuals — Provided through the Archive Pavilion to develop Demon Slayers into capable combatants. 1
- Meridian-opening medicine and Meridian-Passing Pills — Cultivation resources issued as part of enhanced support. 32 36 38
- Skywatch Guard network — An intelligence division with local branches concealed behind legitimate businesses such as Everlasting Fortune Pawnshop. 29
Policies and Authority
The Bureau maintains strict internal discipline. It forbids members from prying into private affairs, and rule-breaking can result in severe injury or death; although mutual killing is prohibited, internal violence still occurs 1.
Membership is effectively permanent. A person who enters the Bureau cannot leave it, and even defectors are hunted. This applies regardless of talent or status 1 11.
Collusion with demons, specters, or evil creatures is treated as betrayal of humanity. The Bureau executes traitors without mercy, and punishments may extend to extermination of relatives or entire clans; Dongfang Zhao ordered the extermination of Zhao Fang's nine kin after confirming his collaboration with demon fiends 20 32.
The Bureau's authority is recognized by local officials and civilians. Shen Changqing's status allowed him to command Lin'an City's yamen, appoint a temporary constable chief, seal the Zhao residence, and later serve as acting magistrate under a Bureau appointment 13 28 36.
