Hyuga Hiashi furrowed his brow, unable to understand what the elder meant.

They hadn't offended His Highness Ye Ning, had they?
Not only had they never offended him, they'd repeatedly tried to curry his favor. His Highness Ye Ning simply hadn't responded.
If His Highness Ye Ning truly disliked the Hyuga Clan, why had he attended the ceremony the Hyuga family held last time?
"Clan Head, Elders, why don't you think about it yourselves? Ever since the Fourth Hokage—that is, Lady Tsunade—took office, hasn't His Highness Ye Ning given the Uchiha Clan a great deal of support? Besides them, even the declining Kurama Clan has received plenty of benefits."
"As far as I know, when His Highness Ye Ning was young, he seems to have studied genjutsu under Kurama Dequn."
"Other than the Kurama Clan, the other major clans have all received resources to varying degrees, depending on how close they are to him. But a few clans are exceptions..."
Hyuga Hiashi took a deep breath and gestured for the young elder to continue.
"My Hyuga Clan, the Sarutobi Clan, and the Shimura Clan haven't received any benefits. The Sarutobi Clan is doing somewhat better, but the Shimura Clan has been targeted by the Uchiha Clan time and again because of Danzo. Their situation is now truly miserable."
It was understandable that His Highness Ye Ning didn't favor the Sarutobi and Shimura Clans. All the clan heads knew that His Highness Ye Ning and the Daimyo had both been displeased with the Third. But the Third had died honorably on the battlefield, leaving at least some goodwill behind. Their days weren't too difficult now.
The Shimura Clan... that clan had simply suffered terrible luck.
