"Investigate the ICPO? What do we need to investigate that for...?"
Looking at the email on his phone, Irish, curled up in the back seat, glanced around and lowered his voice as he confirmed it with the person on the other end of the call.
The International Criminal Police Organization, abbreviated as ICPO, sounded like it had an impressive name and considerable influence, but that was not really how it worked.
First of all, it had no direct law enforcement authority. It did not participate in any country's actual law enforcement operations, nor could it carry out arrests.
Compared to "criminal police," its focus lay more on the word "international." It was a policing coordination platform for intelligence sharing and technical cooperation between its member states. It could not intervene in matters related to politics, military affairs, or religion, and only assisted in investigating transnational crimes in order to avoid touching sensitive issues and triggering greater disputes.
An ordinary detective would only have a chance to come into contact with them when participating in certain joint operations initiated by the ICPO, or attending international conferences and training sessions. Even in many foreign-related cases, their role was limited.
Not to mention that the ICPO relied on funding from its member states and was heavily restricted. It had no independent armed force, and its actual headquarters only had civilian staff and technical personnel.
The ICPO was strong at coordination and weak at enforcement. It had a certain degree of influence, but saying an organization like theirs would fear it was overthinking things.
"Could there be cops in the organization who came from the ICPO? How would that even be possible? Do people like that exist? Would they pay their own expenses?" By this point, Irish's expression had become quite strange.
