Furuya Rei infiltrated the Black Organization under the codename Bourbon, maintaining the civilian identity of Tooru Amuro. Before settling in Tokyo, Bourbon's missions frequently took him outside Japan, limiting his opportunities to remain in one place and reducing the risk of his past being traced.
