First, major milestone floors like floor 100 produced far more items than minor milestone floors like 80 or 90.
Second, unique treasures could only appear on major milestone floors, though they would not necessarily appear every time. Only regular clears could compensate for bad luck with repeated attempts.
Third, in terms of difficulty, only those who could gain a foothold on major milestone floors deserved to be called Tower Climbers. After all, there were only ten major milestone floors in the entire World Tower.
