Overall, however, most Irish were fairly normal. They were willing to work in peace and had nowhere near so many strange flaws, and they had indeed contributed to the construction of the Austrian Empire.

Otherwise, the relief operation could not possibly have continued until now. The problems were mainly concentrated in the harsh colonial environments; Irish immigrants in the relatively developed Austrian heartland were still quite law-abiding.

Yet with the end of the pioneering era and the application of machinery, the Austrian Empire's demand for purely cheap labor was declining. In other words, the costs of employing, managing, and naturalizing the Irish were too high.

Employing the Irish was less worthwhile than employing the Austrian Empire's other ethnic groups, and using the Irish also carried many hidden dangers.

This was especially true in matters of military security. Since the Austrian Empire and Britain were on terrible terms, and the two sides frequently waged wars of public opinion, many Austrians harbored hostile feelings toward the British. Naturally, they found it difficult to trust Irishmen who had come from "Britain."

Moreover, although the British did not care where the Irish went, or even whether they lived or died, neither did they want the Austrian Empire to accomplish anything.

The British Government had always obstructed the Austrian Empire's relief operations in every possible way, further reducing the aid the Austrian Empire could provide.

And as the amount of aid dwindled, conditions on Ireland worsened further. Having signed a ceasefire agreement with the Holy Alliance, the British Government had finally freed its hands to deal with the guerrillas on Ireland.

The Irish guerrillas were resolute and brave, but unfortunately, they faced the British Empire at the height of its glory. And though they were on Ireland, the Irish lacked the foundations for guerrilla warfare.
