Mordred took the elevator down from the imperial palace, bypassing the Mage's Association on the first underground level and heading straight to Neltharion's residence.
As one of the Empire's most important assets, the underground Spirit Tomb was naturally something Mordred had studied in detail. This place had originally been the burial site of the Last Dragon. Later, Father seized it, built the royal city above it, and further developed the underground tomb into what it was today.
Neltharion was a top-tier phantasmal species and could only live in an environment of the Age of Gods. Aside from occasionally going aboveground, he spent the rest of his time in his nest deep within the second underground level.
