If a Dominion Level being were born, the foundation and origin of the entire Dragon Ball Super Timeline would greatly increase. Even the Grand Minister would receive enormous feedback, giving him hope of reaching the Supreme Ruler level comparable to Zeno.
And if the era ruled by Zeno, the incarnation of this era, produced more Angel Level beings or even Dominion Level beings, perhaps he could grow up!!!
