Zul'ra did not make his purchases directly in Mudsprocket. Instead, he left Mudsprocket for Booty Bay. From Dinge, he had learned that although both Booty Bay and Mudsprocket belonged to the Steamwheedle Cartel, they were different in certain ways.
Mudsprocket was Silverpot's territory. It was a new settlement established through trade during the two Alliance-Horde wars. Booty Bay, however, was an old-established trading town and black market managed by Baron Gazlowe, a Goblin pirate boss.
Although Silverpot and Gazlowe were both members of the Steamwheedle Cartel, one was a mogul and the other a baron. Moguls possessed a degree of independence, much like company shareholders, while barons were more like company general managers.
Zul'ra felt that, within certain limits, Silverpot and Gazlowe were bound to be competing with each other. There might be profit to be made from that competition, and even if it could not benefit him, there was never any harm in shopping around.
Ultimately, his pockets were still short on money. Zul'ra wanted to make every coin in his hands count, so he headed south to Booty Bay. This was his third visit to this old Goblin black-market trading town.
Though it was already his third time in Booty Bay, Zul'ra knew little more about it than he had previously known about Mudsprocket. The main reason was that he had merely passed through it on his first two visits. At the time, he had not been in charge of anything and had not even gotten off the ship to look around. Otherwise, he would not have known so little about Goblin currency.
Only after receiving a chest of gold coins from Mardi, and seeing Zuldazar decorated with gold by the Zandalari, had Zul'ra begun to question the value of gold in this world. That doubt had faded
