On October 1, Year 27 After the Dark Portal, more than half a month after the Scourge captured Light's Hope Chapel, the Judgment Army had searched everywhere for Naxxramas and Acherus without success. The Scourge in the north began withdrawing across the board. Icecrown Glacier was guarded by three new floating fortresses, and their bases were too large for the Judgment Army to meet the conditions for combat.

Tirion held no hope of recovering the three thousand Val'kyr and could only turn to defense. He began preparing for a Scourge counterattack, selecting suitable candidates to become paladins, seeking appropriate holy weapons, and increasing research into the Light Cannon.

After a round of real combat, the Gnomish engineers and Sin'dorei mages had gained relevant experience. Under the influence of the current situation, research on the Light Cannon began accelerating.

Very soon, the first independently developed Light Cannon was manufactured by the Gnomish engineers. The Gnomes adjusted the structure of its light particles based on the aerial battles over Icecrown Glacier, while the Sin'dorei mages installed new energy-storage crystals that could store priests' Holy Light in advance, keeping it in reserve like ammunition.

The new Light Cannon was put into use and successfully destroyed a Scourge necromantic tower along the coast of Borean Tundra. Tirion approved mass production and, for this purpose, the Judgment Army once again requested five million gold coins in military funding from the Alliance and Horde.

Under the threat of the Scourge, the funding was quickly delivered. The Judgment Army then began manufacturing and deploying Light Cannons as needed, refitting its existing combat airships, and planning an aerial Holy Light fleet. Large numbers of priests were pulled from the front lines to summon and stockpile Holy Light, while druids, Witch Doctors, and shamans took over the healing profession.
