Therazane the Stonemother, Neptulon the Tidehunter, and Ragnaros the Firelord all possessed absolute, exclusive authority. Every earth, water, and fire elemental answered to them alone, while Al'Akir was the sole exception among the four elementals.

Those four scimitars were precisely the four that Siamat had seized when he slaughtered the other three wind lords. Al'Akir had lost his lieutenants, but in the end, Siamat used those four scimitars to slaughter all the wind elementals, thereby gaining sole authority.
