Chapter Summaries

After Qingcheng left the Hokage's Office, Hiruzen and his advisers discovered that his supposed fines were mostly newspapers, while Qingcheng used the Konoha Crush Plan to win the villagers' support. The chapter ended with Qingcheng reuniting with Meiling in the street.
