• Faith and resources: Residents worship the Archangels, and their faith can support advancement. Archangels may mobilize Holy City mages and study its secret arts; the city also holds Hearts of the Earth and maintains arrays that can aid Forbidden Spell breakthroughs at considerable cost 258 259 263.
• Mount Olympus: Within the Holy City's domain, its magical origin can affect Star Seed system magic 286.

History

The Holy City sealed Qin Yuer as a Calamity Bringer. After Mu Ningwei rescued her, he initially kept her out of public view because discovery could make him a wanted man. He later described the Holy City as neutral in itself while arguing that some of its leaders would resist threats to their ruling position 126 164.

Archangel Remiel sought to capture Qin Yuer and discipline Mu Ningwei, but Mu Ningwei killed him. Remiel's Angel Soul Embryo then chose Mu Ningwei as its successor. Despite a Holy City official's request, Mu Ningwei initially refused to return to explain Remiel's death 212 216 217 218.

The Holy City sent an envoy led by Raphael to take part in Yi Zhi Sha's Dark Judgment at the Parthenon. Later, it welcomed Mu Ningwei as the new Archangel Remiel, named the day of his return Faith Day, and filled Remiel's golden pillar with faith to support his wing advancement 241 258 259.

Mu Ningwei's arrival reopened the dispute over Qin Yuer's treatment. He confronted those involved, including Holy Shadow member Reynolds, despite Raphael's warning that Reynolds had the Golden Dragon Emperor's support. After displaying his strength, Mu Ningwei won the Holy Shadows' respect and planned a holy war against Khufu to gain prestige, faith, and resources 260 263.

When an Antarctic cold tide threatened the world, Michael, Sariel, and Raguel joined a Holy City investigation despite Mu Ningwei's warning. Their deaths damaged the city's prestige. Mu Ningwei then gathered experts at the Holy City to plan a response 285 287.

Raphael later left Mu Ningwei in charge while pursuing advancement. Mu Ningwei purged corrupt leaders from the Heterodox Verdict Court and introduced Thunder Tribulation, a voluntary but potentially fatal way for mages at a realm bottleneck to attempt a breakthrough without conventional resources. He subsequently extended its protective effect to other cities, appointing envoys from the Holy City and Parthenon 312 313 315 317.

• Parthenon Temple — Rival major power with its own divine inheritance; it also cooperates with the Holy City in the Dark Judgment and the response to the Antarctic cold tide 218 241 287.
