His actions had not only failed to prove the need for oversight, but he had also failed to uncover who was behind Rumlow and those remaining Hydra operatives, or what their goal was. After entrusting Agent Maria Hill with the Ebola Virus sample, he had never asked about it again. He had not even asked why a country like Nigeria possessed such an advanced Virus Laboratory. "I still haven't heard your stance on this agreement," he said. "I want to know what everyone thinks."
"I know what you think, and I know what Stark thinks. It's a hard choice, because you're both right. Stark is worried about unregulated weapons, while you're worried about weapons being used in the wrong places. If anyone can tell right from wrong in all this, it definitely isn't me." Natasha Romanoff shrugged. She had heard something different in what Steve Rogers had said earlier. Instinctively, she suspected that he might have come into contact with someone dangerous, because some of the things Steve Rogers had said could only have come from that person. Even if he had never told anyone, he was still a soldier without counter-surveillance skills, which was why she had caught those subtle clues. "For me, the best outcome would be for the Avengers not to split apart, but that seems impossible now. I used to be a spy, but now I have the Avengers as my family, and yet I can do nothing as that family falls apart... Just think of me as a teenager facing her parents' divorce. I'm going to drive to New York to have some fun, and maybe see if I can find any news about Doctor Banner."
