The helipad extending from the top floor of Avengers Tower could not bear the weight of a four-engine wide-body aircraft like the Pegasus Heavy Assault Transport. Therefore, the pilot could only position the Pegasus Heavy Assault Transport sideways toward the Avengers Tower helipad, then open the side hatch and lower the ramp so the passengers could enter the building.
The Pegasus Heavy Assault Transport's engines were deafening. Surprisingly, the glass curtain walls of Avengers Tower had not shattered because of it. It happened to be the height of New York's busy morning commute, and every New York City resident sitting in vehicles inching through the congested roads of Midtown Manhattan's CBD raised their heads in unison, seeing through their windshields the massive transport aircraft docking with Avengers Tower.
Without question, this once again sparked panic among New York City residents. Some tried to make U-turns in the road, frantically calling the police and their families, completely paralyzing the already congested streets. Even Stark Industries employees who had already entered Avengers Tower and begun work instinctively started fleeing outside. No matter how Happy, the head of security, tried to stop them, it was useless—twenty minutes earlier, he had still been dozing in his office with headphones on, utterly unaware of what was happening outside. All he knew was that everyone was running out.
But when he finally realized something was wrong, walked out the doors, and looked up to discover the source of the noise, every attempt he made to call Stark and Pepper Potts failed. When he tried to take the elevator to the top floor, he was told that the elevators had been shut down, and that security now had to rescue employees trapped inside them.
The Emperor made a gesture, issuing the order to "control, search, and destroy"
