The location where Supiluliumas and Victoria Hand were stationed was called Kappa-2. Its levels were numbered from bottom to top, because excavation had originally proceeded upward rather than downward. Only the highest level connected to the ancient observatory Kamar-Taj had once established here. Apart from the uppermost section, the entire cavern was circular. At its center lay the core of a Thermonuclear Reactor buried within the mountain. Frigid winds from the plateau were funneled into an independent cooling system that branched through the mountain like capillaries, cooling rows of data centers and the Nuclear Reactor's cooling towers. Some of the excess heat was also used to warm glacial water for the living and work areas, as well as provide heating for the facility.
As an official who had once worked in the City of Immortals, Victoria Hand had long noticed the strange discrepancies in its accounts and resource transfers. It reminded her of how Nick Fury had once used S.H.I.E.L.D. funds to build secret bases, though she had never expected the Emperor to construct one in the Himalayan Mountains. The Kappa level was a facility that combined a weather station, satellite control station, and missile launch control room. Control Room Two on this level was specifically used to control and communicate with some of the satellites launched by Latveria and the City of Immortals. Thirteen deep-space exploration satellites that were to be transferred to the Defense Intelligence Agency were among them. Victoria Hand needed to assign several specialists to this facility rather than send them to the satellite base in the Balkan Mountains of Latveria.
No matter how many times she did it, she could not get used to communicating with Martian Technicians clad in robes and fitted with extensive Cybernetic Prosthetics. They guided her through the collection of genetic
