Perhaps, in Athena's eyes, the Eternals posed the greater threat, but to the Emperor, who cared about the entire Human Race and its genes, the far more numerous Inhumans were more concerning. Still, he had accepted his adoptive mother's advice and raised the priority of the Eternals. If they intended to awaken or summon the Celestial race, then even if that species had yet to pose a significant threat, he intended to strike first.
