Victor von Doom knew little about the Kree Empire and the Shi'ar Empire, but he was equally well-read and could clearly remember the books he had once read. Even if that knowledge was somewhat outdated, not much could change in the Milky Way over such a short span of time. "The Dark Order is merely a pirate fleet. It can only wage war against civilizations without protection, those that have failed to leave their planetary systems." The Praetorian Guard had grown accustomed to the Regent appearing in this form. They also knew that every time Regent Victor von Doom would use his phantom to touch the glass on the table, hoping someone would be startled by his little prank. "If the Kree Empire's border alert has made you anxious, then I can only tell you that it is because the Kree Empire has no intention of protecting any worlds other than its colonies. It may even use pirates to purge colonies infiltrated by Skrulls."
Though he did not look up at him, Victor von Doom did not settle down. Instead, he used the pure white blaze of Outer Dimensions energy at his fingertips to draw in the air. Hammurabi determined that it was a style that anthropomorphized animals, most likely aimed at children below adolescence and young adults over twenty-five. "Speaking of Skrulls, I hope you have thoroughly dealt with the Skrull problem on this planet. Our assassins require large quantities of Skrull extract." The Regent waved a hand and erased his drawing. "We still cannot synthesize it artificially, which is terrible. The assassins have a great need for that drug, and the few Skrulls we have are nowhere near enough to supply it."
