After all, not everyone could directly contact the powerful Outer Dimensions energy of an Infinity Gem, and even after making contact, they might not retain their self-awareness. Not even Rodin, the Emperor's personal smith, could do so. It would have been fatal to him.
In essence, Ultron was machinery that had attained sentience. To some extent, it was no different from the products of the psionic-machine experiments conducted by the City of Immortals, or the Silicon-based Sapients wandering the Mars data wasteland. It likewise possessed intelligence and wisdom unique to the individual; the only difference was whether it used an organic body. After the Sokovia Incident, the Ultron wreckage collected by the Sisterhood also accelerated the reconstruction effort to a degree. Assistance was provided by A.I.M. Vanguard Technology, a high-tech company formerly under Hydra that had also undertaken the US military's analysis of Ultron technology. What the Emperor had separated and reconstructed was not a complete Ultron. Ultron was merely the name of the source code. The reconstructed subproject was no more than a Silicon-based Sapient fragment, restrained through the use of an organic body. The Gene-modded Warriors' assault on the Attilan Star Fortress was on a macroscopic level, while the Ultron fragment had launched a microscopic war, using immense computing power to fight the old, poorly maintained Kree Empire information systems of Attilan, one electron at a time.
