He had even prepared himself to face the legendary Dark Tyrant, determined to stand up and protect Attilan and even Earth—but he could not convince himself, could not deny that the Human Monarch's reasoning was wrong. If even he failed, then the Gene Council would certainly launch mutation-matter warheads at Earth. That was an undeniable measure. After all, the proposal had been raised every time and had already become part of the standard procedure.

This is not necessarily a bad thing, Black Bolt thought. He had not even figured out how the Human Monarch knew of such a classified proposal.
