Victor von Doom spent several minutes reading through the document, then picked up a pen and signed it. His secretary, Ms. Diana List, hurriedly handed him another document. Looking at that expressionless gray steel mask, she could clearly feel the atmosphere in the office solidifying.
This was a remedial measure concerning adverse reactions among Mortal Soldiers on the Helicarrier after spacewalk training. The military had submitted this report entirely because these Mortal Soldiers would soon be participating in a war far beyond the Solar System. Victor von Doom could sense that some people within the military were afraid. Just as they had feared the United States before the Yugoslav Unification War began, they now feared interstellar war.
They believed aliens were invincible. Even though the Emperor had promised to personally lead the army, they wanted the Regent to back down in the face of difficulty. They hoped to keep the army where it was, defending against a possible NATO attack, including the knightly order established by the Emperor. All he could do was remove these people from crucial positions and replace them with braver men. There was nothing else he could do. After all, some of them had once been commanders from the Latverian guerrillas. Victor von Doom was heartbroken by the degeneration and weakness of these old comrades.
Because of the Emperor's promise, even the Regent could do nothing to them before they violated the law or military discipline. The Regent now only hoped the Emperor's Tatooine Plan would succeed and provide him with a list of replacements for these old fools who had lost their courage. The so-called Tatooine Plan involved taking in refugees from Syria, Lebanon, and other regions, transporting them through portals to another planet, and having them produce and live there.
