Although the Supreme Kai of this universe is a god who manages the universe, he is not actually very powerful.
The Supreme Kai is merely a special kind of occupation.
Even so, they retain some special abilities. For instance, they can see what is happening in any corner of the universe and communicate with anyone in the universe at any time.
Moreover, over the course of their long lives, they still manage to master some special techniques.
The Kaioken taught to Son Goku was one of them.
The reason North Kai mistook Shen Mo for the Supreme Kai of another universe was that he sensed a similar authority from Shen Mo.
However, it was not the same. Besides, most Kais were selected from among the Core People, while this person did not seem to belong to that race.
Shen Mo quickly denied it.
"I am not a Kai, nor am I from any of the universes you imagine. You probably don't need to know the details of my origins."
Dragon Ball was also a large Multiverse. More precisely, there had once been as many as eighteen universes.
There was likewise a "King of All" who represented OAA's status.
He was the supreme ruler of these universes, possessing the power to destroy anything at will. Six universes had already been erased for angering the King of All, leaving only twelve. At least before Shen Mo crossed over, the King of All still represented the ceiling of Dragon Ball's combat power.
