Thinking back to the movie's plot, he could more or less conclude that Mephisto most likely intended to use the thousands of fallen souls within the "San Venganza Contract," along with the ritual it would create to open a new Hell Dimension, to conceal his true ultimate goal: the rule of all things ending and decaying within Blackheart!

As the lord of the Hell Dimension, Mephisto had begun gathering the dimension's rule authorities bit by bit ever since he took control of it. Though he was its lord, he did not possess absolute control. It was like becoming a company's chairman by holding the largest share percentage: it looked as though he owned the entire company, but if the other shareholders joined forces and held more shares than him, they could overthrow his rule instead. Thus, after taking charge of the Hell Dimension, the demon lord Mephisto began collecting the scattered authorities of its rules, gradually increasing his shareholding. By now, he had acquired many shares. He only needed to seize the rule of all things ending and decaying within Blackheart to push his ownership past a certain threshold, triggering delisting conditions and privatizing the entire company—in other words, gaining complete control over the Hell Dimension.
