Early on Halloween morning, in the Vecna Ruins Temple.
Unlike the countries of Europe and America, which had begun turning their surroundings into gloomy, frightening holiday settings, the very center of this temple, where the altar stood, was now brightly lit compared with how it had been at first. Countless magic lamps had been lit and floated high in the air. If not for the eerie statue and the style of the altar, the place would instead have seemed somewhat holy.
The cold blue-white light reflected in Voldemort's one red eye, and also fell upon the countless wizards beneath the altar who had been deprived of their freedom.
All these wizards had black cloths covering their eyes. Their waists were bound by a thick, long rope, strung together one after another. Like tethered cattle and sheep, they were driven up onto the high altar and made to face the tall mark at the center, forming a circle around it.
Though there were many of them, aside from when they first entered and, seemingly under the influence of the Imperius Curse, slightly turned their cloth-covered heads toward You-Know-Who to salute him, not a single wizard made even the slightest unnecessary sound. They even automatically took their places in a certain formation, then stood there motionless.
Judging by the scene, they had completely lost their minds, with no ability to act on their own, left entirely at others' mercy.
"Remove the blindfolds." A shrill voice rang out, and the young witches and wizards all removed their blindfolds, seeing the mark at the very center at once.
No matter which angle they looked from, the eyeball half-clutched in the palm seemed to be staring at them. In an instant, their terrified expressions turned blank, and they sank, muddled and dazed, into an illusion.
