Allen stood calmly off to the side, hearing every word of the Grim Reaper's arrangements loud and clear—he knew the Grim Reaper had said them deliberately in front of him. The confrontation and struggle had, in fact, already begun all over again.
Grim Reaper Herpo's plan was to use his advantage as master of the Underworld, as well as the nature of the dead, to turn an endless stream of corpses into a vast army—though aside from high-level undead, most of them could probably be wiped out in heaps by any wizard who had not even graduated yet with a simple Incendio.
But the number of the world's dead was not something the wizards of the Magical World could rival.
The Underworld City Wall defensive zone was bound to fall into a war of attrition. But if Allen's contest against the Grim Reaper dragged on too long, the constantly mounting casualties and the battle with no end in sight would gradually make the wizards outside lose faith in victory. If they ultimately could not hold out and decided to abandon the United States, all of this would be a blow to belief in Ravenclaw—but Allen and the others had already expected and questioned that the Grim Reaper might take such action, so it did not surprise him.
The only trouble now was that Allen's earlier plan—to use the Grim Reaper's desire to lure him out of the Underworld because his power was stronger—looked even harder to pull off. At the very least, the other party was still so clear-headed, even a little cowardly... Every word, spoken or unspoken, revealed that he was unwilling to take even the slightest risk, which made Allen find him rather difficult to handle.
