As an island nation east of the Land of Fire, the Land of Water was the smallest of the Five Great Nations. But its unique ocean environment and terrain felt entirely new to Ying Yue.
The three traveled to the Land of Water by boat. At sea, they encountered local fishermen—and some unexpected pirates.
Waves surged across the sea as a pirate ship rapidly approached their vessel.
The pirates looked vicious and were ready to plunder them.
But Uchiha Ying Yue remained calm. Standing at the bow, he rapidly formed hand seals and gave a low shout. "Water Release: Water Dragon Bullet Technique!"
The sea churned, and a gigantic water dragon took shape, coiling in the air as it let out a deafening roar.
The water dragon radiated fearsome power. Uchiha Ying Yue leaped lightly onto its head and looked down at the pirate ship.
His gaze was like a cold blade, sending chills through the pirates.
"W-what is that?" The pirates gaped, completely overwhelmed.
Their leader forced himself to stay composed and hurried out of the cabin. He clasped his hands respectfully and said, "Sir, what can we do for you? We're just ordinary drifters at sea. Please show us mercy!"
Uchiha Ying Yue looked at him coldly. "Why are you robbing fishing boats?"
The pirate leader looked uneasy. After hesitating for a moment, he answered truthfully, "Sir, we used to be ordinary people from the Land of Water. We only took this path because we had no choice. The local lords impose crushing taxes, and we couldn't afford them, so we fled to the sea and turned to robbery. But we only steal food; we never take anyone's life.
