They wanted food—and planned to attack the city while they were at it?
Though the Holy City was not starving at present, its reserves were far from abundant, especially with so many troops in the frontline expeditionary army.

"He Shen, go move some of the old grain from the granaries. Preferably stuff that's a little moldy but won't kill anyone. Put it somewhere obvious, where they might accidentally see it."
