Background and History
Uchiha Obito and Uchiha Itachi first approach the Feudal Lord to sell him Uchiha potions. Startled by their sudden arrival, he orders his Guardian Ninja to attack, but Obito incapacitates them. Obito then demonstrates a potion on a mouse, and the Feudal Lord agrees to buy it. He later lends Obito his identity token 69 70.
After learning that Land of Fire commoners live as serfs on noble-owned land, Obito targets the Feudal Lord. He subjects him to torture through an illusion and leaves a Mental Mark in his mind to deter resistance. The Feudal Lord signs an order establishing land reform and appointing Obito its chief official. He resents Obito but complies out of fear 115 116.
The reform turns the nobles against him. He suppresses their petitions against the Uchiha Clan, then survives more than a dozen assassination attempts in just over ten days. A protective ring from Obito saves him during one attack, and he repeatedly calls Obito for help 116 122.
Following a successful harvest, Obito orders him to provide funds and grain to the Land of Wind and Land of Rain and to support a plan to spread chakra training among commoners. The Feudal Lord fears the nobles' response but agrees. His favorite concubine, Akako, subsequently finds a scroll describing the chakra plan and leaks it to the Nakamikado Clan 152 153.
Appearance
The Feudal Lord is described as bloated and pale, with thinning hair and weak-looking muscles. Obito remarks on these features during their first meeting 69.
Personality
He enjoys wine, performances, rich food, and the company of songstresses. He can be quick to assert his authority when protected by guards, but becomes submissive when threatened by Obito. Although he initially hates the land reform, he later recognizes that it has increased the treasury's stores of money and grain 69 116 152.
