No spells for soul control or consciousness alteration had been cast on Harvel, and Harvel was quite confident in what he was proclaiming.
In other words, he genuinely believed that his "criticism" of Source of All Laws was correct, and that his suggestions would truly benefit Source of All Laws and the Pan-continental Mage Association.
Yet, without realizing it, Harvel had subconsciously forgotten certain things that required attention.
