Everything was on the right track, no positions were especially short-staffed, no natural or man-made disasters had occurred recently, and there were no enemies nearby.
With the country at peace, the people safe, and favorable winds and rains, there was naturally no need for divine protection.
Sui Xiong felt a faint sense of disappointment, but he couldn't very well make others suffer just to satisfy his own feelings. What kind of logic was that?
So, after making two rounds through every part of Keen Territory, he recalled this incarnation, having found nothing to do, and continued focusing on renovating Black Rye Fortress.
The original Black Rye Fortress had been sturdy enough, but it had only been sturdy. Whether against outside threats or internal ones, it lacked sufficient defensive measures. Aside from its solid high walls, it had almost nothing worth mentioning.
