Things like blind spots right under one's nose did not happen often, but neither were they rare.
However, the greater reason was probably that other countries were not very peaceful themselves. They had many enemies and dangers to handle, and could not even guarantee their own nations' stability. How could they have the leisure to care about other countries?
Still, they knew this possibility was not much greater than the "blind spot" explanation. They did not care much about it and had no urgent desire to know the exact reason.
Compared to that, they were far more enthusiastic about discussing another matter.
