Frenzy was among the lowest tier, though there were even lower ones—those accidentally transformed by the AllSpark. Next came types like Bumblebee and Barricade. They seemed to be the Transformers' mid-level and primary combat force. Finally, there were top-tier combatants like Optimus Prime and Megatron. The three levels were quite distinct, as were their differences in combat power.
Frenzy was currently the best target to take over. He would start with the lowest rank and carefully study what Transformers truly were, whether they differed from intelligent systems, and analyze their mechanical structure and transformation abilities. Once he understood more, he could use Frenzy's identity to approach a higher-ranking Decepticon, then take over that body. That would be more reliable.
