In the past, if items like whale fat existed, local Grand Commanders could not use much of it, and the majority had to be sent to headquarters for the big figures to use.

Now, in the era of sky whales, transportation was inconvenient, compounded by the fact that headquarters was built in Middle Earth.

Therefore, these resources were instead able to remain better locally.

This was also one of the reasons why the Enclosure Faction, an originally small faction, was able to rise.

One could only say that with the world in disarray, opportunities had instead increased for certain people.

Precisely because of this, resources for the upper echelons were actually scarcer than imagined.

In the past when there were no land disasters, the resources of the upper echelons were more concentrated, there were fewer Golden Breeds outside, and even fewer people could ascend to the upper echelons.

Now, however, it was different.

Relative to the power of the upper echelons, the Golden Breeds ascending to the upper echelons were clearly somewhat too numerous.
