To be precise, they could be forced onto the defensive. The Akatsuki's official members numbered only a handful. Even if the Tailed Beasts they had sealed could be summoned at any time and controlled as frontline fighters, the disparity in strength between the two sides was still glaring.

Amegakure and the Akatsuki were far too weak.
