Kyouko's identity as a spy had indeed drawn ANBU's suspicions. However, for the sake of this trap, suspected spies with relatively limited threat levels, like Kyouko, had not been dealt with.
His own name appeared in the investigation records concerning Kyouko as well.
The Leaf Monkey Squad had been assigned to monitor Kyouko. They discovered him appearing in Kyouko's shop, and Leaf Monkey had concluded that Fox's movements were suspicious.
Kurozaru had written his opinion beneath that: Fox had suspected Kyouko's identity during an earlier mission and might have continued investigating her in secret.
Afterward, Yagami and the Black Gorilla Squad Commander found a Cloud Ninja spy in Kyouko's shop, then followed that spy and recovered the abducted Uzumaki Princess.
At the end of the investigation scroll was the Black Gorilla Squad Commander's conclusion: Fox was not a problem and required no suspicion. If Fox really were a spy, was there any target more valuable than the Uzumaki Princess?
So that was it. By a twist of fate, ANBU had done so much.
Yagami summoned Purple Cat and had him request personnel from Root to replenish the Fox Squad and the Black Gorilla Squad.
